The Opportunity
MCA-Zambia II is seeking to appoint an exceptional and results-driven leader as Human Resources and Administration Director.
This is a strategic leadership role at the core of programme delivery. The successful candidate will shape and drive a high-performing organisational culture, build robust human capital systems. The Human Resources and Administration Director is responsible for providing overall leadership, management, and oversight of MCA-Zambia's human resources and administrative functions. This position ensures that those functions, policies and practices are established and operate with excellence, integrity, and full compliance with MCC Program Guidelines, MCA-Zambia policies, Zambian law and regulations, and international best practice.

Key Responsibilities
Strategic Oversight and Management
- Provide strategic leadership and managerial oversight of the Human Resources and Administration Division to ensure effective support to MCA-Zambia operations and compact implementation.
- Develop, implement, and periodically review human resources and administrative policies, procedures, and systems in accordance with MCC requirements and applicable Zambian laws.
- Serve as a member of the senior management team and advise executive management on human capital planning, organizational structure, and administrative matters.
Human Resources Management
- Oversee workforce planning, recruitment, selection, onboarding, performance management, staff development/training, employee relations, and separation processes.
- Ensure recruitment and staffing processes are conducted in a transparent, competitive, and merit-based manner, consistent with MCC guidelines and MCA-Zambia policies.
- Oversee administration of compensation, benefits, leave, attendance, and payroll coordination, ensuring accuracy and compliance with contractual and statutory requirements.
- Provide oversight of staff performance management systems and learning and development initiatives.
Compliance, Policy, and Risk Management
- Ensure compliance with MCC Program Guidelines, MCA-Zambia policies, Zambian labour laws, and other applicable regulatory requirements.
- Oversee human resources- and administration-related audits, reviews, and assessments, and ensure timely implementation of agreed corrective actions.
- Identify and manage human resources and administrative risks and internal control issues, and report material matters to executive management as appropriate.
Administration and Corporate Services
- Oversee administrative and corporate services, including office management, facilities, logistics, travel administration, records management, and general support services.
- Ensure administrative operations are efficient, cost-effective, and adequately support programmatic activities.
- Oversee asset management, security arrangements, and administrative service contracts in coordination with relevant units.
Systems, Reporting, and Documentation
- Oversee HR information systems and administrative databases to ensure data accuracy, confidentiality, and availability for management and reporting purposes.
- Prepare and submit human resources and administrative reports to executive management, the Board, MCC, auditors, and other stakeholders, as required.
- Ensure proper documentation, record retention, and audit readiness for all HR and administrative activities.
Staff Supervision and Capacity Building
- Supervise, mentor, and evaluate Human Resources and Administration staff, ensuring clear performance expectations and professional development.
- Promote adherence to MCA-Zambia's values, code of conduct, and ethical standards.
Other Duties
- Perform other duties as assigned by the Chief Executive Officer/Managing Director consistent with the position.
Minimum Qualifications
Education
- Bachelor's degree in human resources management, Business Administration, Public Administration, Law, or a related field (required).
Experience
- Minimum of ten (10) years of progressively responsible experience in human resources and administration
- At least five (5) years in a senior management role
- Demonstrated experience in policy development, compliance, and staff management.
Knowledge and Skills
- Strong knowledge of Zambian labour laws and human resources management practices.
- Familiarity with MCC Program Guidelines or similar donor compliance frameworks.
- Experience with human resources information systems and reporting.
- Strong organizational, analytical, and management skills.
- Excellent written and verbal communication skills in English.

Preferred Qualifications
- Master's degree in a relevant discipline
- Professional HR certification (e.g., ZIHRM, SHRM, CIPD, or equivalent)
- Experience in donor-funded, public sector, or similarly regulated environments
- Proficiency in local language(s)
